Settlement on Little Colorado river, located by, and named for, Jesse O. Ballenger in March 1876.

"Ballenger was the leader of one of the four companies of Mormons who came early in 1876, to establish settlements in Northern Arizona.  Ballenger's company located 4 miles southwest of Sunset Crossing east side Little Colorado river, east of present Winslow.  Later it was called Brigham City."  q. v. Mormon settlement.
